Journalists would choose topics and search terms, then Twitter lawyers would deliver the results. According to Michael Shellenberger, the original focus of the investigation was to discover political bias within Twitter and the censorship of Twitter users holding different beliefs. The investigation took a turn when journalists discovered a network of individuals, government organizations and non government organizations pressuring Twitter to censor specific accounts. This activity was under the guise of tamping down on foreign disinformation, though the effort may have also been a political element as it swept up ordinary Americans.
